Which Korean issued documents need to be legalized?

Documents and papers issued by competent authorities and companies in Korea to Koreans/Vietnamese people such as:

• Korean Driver's License
• University Diploma issued by Korean University
• Criminal Record Certificate issued in Korea
• Certificate of work experience issued by Korean company
• Certificate of family relationship issued by competent authority of Korea etc.

All of the above documents must be processed and consular legalized. IN KOREA for legal use by competent authorities in Vietnam.

(The Korean Embassy in Vietnam does NOT have the authority to process and handle applications issued in Korea as above).

Example: Koreans applying for a work permit in Vietnam need: A certificate of work experience issued by a Korean company, a university degree in Korea, a criminal record issued by the Korean police... 1. Step 1: Signature notarization / notarized translation required at NOTARY OFFICE in Korea.
2. Step 2: Please apply for consular legalization at the MINISTRY OF FOREIGN AFFAIRS OF KOREA.
3. Step 3: Please apply for consular legalization at the EMBASSY OF VIETNAM IN KOREA.

The documents issued in Korea after being processed as in the 3 steps above are legally valid and can be legally used in Vietnam, submitted to competent authorities in Vietnam.

Required documents when applying for consular legalization at the Korean Embassy:

1. Documents certified by the Consular Department / Department of Foreign Affairs - Ministry of Foreign Affairs of Vietnam
   • Note: For Criminal record issued by Vietnamese authorities then need confirmation from the Consular Department - Ministry of Foreign Affairs on both original and translation.
2. Application for notarization (according to the form of the Korean Embassy)
   • Note: In case of submitting on behalf of 3 or more people, use "Attached documents of notarization request".
3. Photocopy of both sides of the document certified by the Consular Department - Ministry of Foreign Affairs
4. In case of submission on behalf of another person, a Power of Attorney (form of the Korean Embassy) is required.
   • Note: In case of submitting application for family members, it is not necessary to submit power of attorney but must bring copies of documents proving the relationship.
5. Photo of ID card or passport of authorized person (in case of submission on behalf of person).
6. Photo of ID card or passport of the applicant.

In case the applicant is a legal entity (enterprise), state agency (school, hospital, etc.) (not an individual), the following additional documents must be submitted:

1. Business registration certificate / establishment decision Korean translation notarization or notarized English translation.
2. In this case, the company/agency stamp is required on the power of attorney and the notarization application. If the company representative signs the power of attorney, a photocopy of the company representative's passport/identification document must be submitted.
